The Waterford-Halfmoon Union Free School District Board of Education Meeting held Thursday, May 23, 2019 was called to order at 7:00pm by Mrs. Ricci.

PRESENT: Marcia Ricci, Tammi Dehler, David Lee, Carolyn Bell, Jack Catanzarita

ALSO PRESENT: Patrick Pomerville, Joel Richardson, Christopher Scanlan, Jennifer Bull, Patrice King, Nadezhda Sandul, Grace Murphy, Mike Robbins, Vince Popolizio

ABSENT: Mrs. Maloney, Mr. Galuski

There were no comments from the public regarding items on this evening’s action agenda.

Comments from Administration
  
Mr. Scanlan and Mr. Richardson attended the WSWHE BOCES Tech Smart year-end presentation of student projects.  It is always a great experience and they are very proud of our students.  Mr. Scanlan reported that one of our students, Christina Bell, is attending a competition in Houston, Texas, through the WSWHE BOCES Early College High School program.  Christina is working on a turbine project with other area students.  Mr. Scanlan thanked the Board for their support of the annual Top 10 program which will be held on Tuesday, May 28, 2019.

Mrs. Bull reported on a wonderful high school band and chorus concert held last week and directed by Mrs. Wilson and Mr. Byron.  Interviews for a new special education teacher are under way.  The next Curriculum Cabinet meeting will be held on June 5, 2019 at 3pm.

Mr. Richardson reported that Matthew Wilcox will be competing in the WSWHE BOCES Regional Spelling Bee.  Matthew won the competition two years ago.   The NYS Regents schedule is 3 - 4 weeks away; however, field testing in core subjects will begin soon.  The sixth annual Senior Give Back Day will be held on Wednesday, May 29th.  Students will participate in community service projects throughout the Town of Waterford and the Town of Halfmoon at nine different locations.

Mr. Pomerville noted that Mrs. King will attend the Give-Back Day with Elementary Student Government representatives.  Mr. Pomerville participated in the Town of Waterford Memorial Day Parade with Mr. Byron and the high school select band as they entertained the crowd.  The Board has two calendars to review before final approval, one for 2019 - 2020 BOE meeting dates and the other for budget development leading up to next year’s budget vote.

Mr. Pomerville is excited that the 2019 - 2020 school district budget vote passed with an 84% positive vote.  A straw poll was held during the budget vote to determine community support for future building projects.  The results of that poll were positive and the administration and BOE Facilities Committee will look at each portion, in detail, to determine priorities.

Following tonight’s Project SAVE presentation, the official public document will be posted on the district’s website for a 30-day comment period prior to final approval at the BOE reorganizational meeting in July.

Mr. Pomerville commented that Mr. Robbins has been successfully working on a long-term plan to increase participation through summer programs and clinics.
The girl’s basketball program is rebuilding and has strong leadership.  The Cheerleading Squad participated in their first season as a competitive cheer team under the direction of Cady Kuebler.

The Board reviewed CSE minutes dated 4/30/2019.

On motion by Mr. Lee and seconded by Mrs. Dehler, and by a vote of 5 - 0 the Board approved the following resolution establishing a retirement contribution reserve sub-fund:

WHEREAS, on or about May 23, 2019, the Board of Education of the Waterford-Halfmoon Union Free School District established, by resolution, a Retirement Contribution Reserve Fund known as the Employee Retirement Fund pursuant to Section 6-r of the General Municipal Law for the purpose of financing retirement contributions to the New York State Employees Retirement System (“ERS”); and
WHEREAS, pursuant to an amendment to the Section 6-r of the General Municipal Law, school districts may now establish a reserve fund for the purpose of financing retirement contributions to the New York State Teachers' Retirement System ("TRS"); and
WHEREAS, the Board of Education has determined it is appropriate to establish a sub-fund within the Retirement Contribution Reserve Fund pursuant to Section 6-r of the General Municipal Law.
NOW THEREFORE, pursuant to Section 6-r of the General Municipal Law, the Board of Education of the Waterford-Halfmoon Union Free School District hereby resolves:
1. The Board hereby establishes a sub-fund within the Employee Retirement Fund to be known as the Waterford-Halfmoon Union Free School District Retirement Contribution Reserve Sub-Fund, for the purpose of financing contributions to the New York Teachers Retirement System.
2. The source of funds for this Reserve Sub-Fund shall be as allowed by law and the moneys contributed to the Reserve Sub-Fund during any particular fiscal year may not exceed 2% of the total compensation or salaries of all teachers employed by the District who are members of TRS paid during the immediately preceding fiscal year.  The total amount of the Reserve Sub-Fund shall not exceed 10% of the total compensation or salaries of all teachers employed by the District who are members of TRS paid during the immediately preceding fiscal year.  
3. By resolution, the Board of Education may authorize expenditures from this Reserve Sub-Fund, as allowed by law.
4. The moneys in this Reserve Fund shall be deposited and secured in the manner provided by Section 10 of the General Municipal Law.  The Board of Education or its authorized designee may invest the moneys in this Reserve Sub-Fund in the manner provided by Section 11 of the General Municipal Law. Any interest earned or capital gain realized on the money so deposited or invested shall accrue to and become part of this Reserve Sub-Fund.
5. The chief fiscal officer shall account for this Reserve Sub-Fund separate and apart from all other funds of the District. Such accounting shall show: the source, date and amount of each sum paid into the sub-fund; the interest earned by such sub-fund; capital gains or losses resulting from the sale of investments of this sub-fund; the order, purpose thereof, date and amount of each payment from this sub-fund: the assets of the sub-fund, indicating cash balance and a schedule of investments. The chief fiscal officer, within sixty (60) days of the end of each fiscal year, shall furnish a detailed report of the operation and condition of this sub-fund to the Board of Education.

This Resolution shall take effect immediately.

On motion by Mr. Lee and seconded by Mrs. Dehler, and by a vote of 5 - 0 the Board accepted the results of the May 21, 2019 District Budget Vote and Board of Education Election:

Approved 161 yes; 30 no
Denise Carutasu; 167 votes; elected to a three-year term beginning July 1, 2019 through June 30, 2022

On motion by Mr. Lee and seconded by Mrs. Dehler, and by a vote of 5 - 0 the Board approved the permanent appointment of Cady Kuebler as Financial Support Specialist as of May 24, 2019.

On motion by Mr. Lee and seconded by Mrs. Dehler, and by a vote of 5 - 0 the Board accepted the following year-end club and activity reports for the 2018 - 2019 school year:

On motion by Mr. Lee and seconded by Mrs. Dehler, and by a vote of 5 - 0 the Board approved the appointment of Jacob Elliott as a substitute custodian, pending fingerprint clearance, salary per the CSEA contract.
