The Waterford-Halfmoon Union Free School District Board of Education Regular Meeting held Thursday, October 18, 2018 was called to order at 7:00pm by Mrs. Ricci.

PRESENT: Marcia Ricci, Tammi Dehler, David Lee, Jamie Maloney, Carolyn Bell

ALSO PRESENT: Patrick Pomerville, Joseph Siracuse, Joel Richardson, Jennifer Bull, Carol Lyon, Darcy Pogue, Barbara O’Neill, Ken Williams

ABSENT: Kory Galuski, Jack Catanzarita

There were no comments from the public regarding items on this evening’s action agenda.

Comments from the Administration
Mr. Siracuse reported on a successful Fire Prevention Week.  He thanked the members of the Waterford and Halfmoon Fire Departments for their home safety presentations to children in grades K - 6.  The week ended with a traditional breakfast.  Many thanks to Mrs. Prock and the kitchen staff as well as all of the fire fighters, family members and school personnel.

The elementary art club will paint a mural on a wall in the nurse’s office.   I-Ready training continues.  

Mrs. Bull reported on preparation for the upcoming Superintendent’s Conference Day on November 1, 2018 focusing on next generation standards and writing across content.  Teachers will continue with I-Ready training and strategic planning.  Social workers will meet to discus mental health guidelines; para-professionals will collaborate on appropriate topics.

Curriculum cabinet meetings will be held next Wednesday and Thursday.

Mr. Richardson reported on  the boys varsity soccer win against Fort Plain in first round sectionsals.  The game went into double overtime and was decided by penalty kicks.  The girl’s varsity soccer team will compete in sectionals on Saturday in Lake George.  

National Honor Society Inductions took place this evening.  Seventeen students were inducted into the Gilbert S. DeLucia Chapter of the Junior Honor Society and nineteen students were inducted into the M. Marion Ranney Chapter of the National Honor Society.  Mr. Pomerville and Mr. Richardson attended the event.  Congratulations to all of the students and their families.

Upcoming junior high and high school events: JH Halloween Dance, October 19th; Halloween Concert October 25th; Trunk-or-Treat fundraiser October 26th; SGA Haunted House, October 26th.

Mr. Pomerville noted there were no substantial changes to the Annual Professional Performance Review documents for Teachers or Principals; only specific date changes for the 2018 - 2019 school year.

The capital construction project is coming to a conclusion.  HVAC issues, both project related and issues pertaining to existing structures are being addressed. There are still electrical outlet, door fob, key core, cabinetry lock and outside ramp work to finalize.  Ms. Cecil, from Bernier, Carr and Associates, was supposed to  present the final report this evening, but that has been rescheduled for November 1, 2018 due to illness.

Mr. Pomerville said it was an honor to be a part of the National Honor Society Induction this evening.  Mr. Pomerville is working with WSWHE BOCES administrators on the upcoming Saratoga County School Boards Association meeting on November 5, 2018 addressing Cyber Security and Data Privacy.

Mr. Pomerville acknowledged New York State School Board Recognition Week.  He thanked our Board of Education members for the time and effort they put into their responsibilities.  He truly appreciates their dedication to the district.  Board members were presented with small gift items and a certificate in honor of their service.

First Reading of Policy #6121 Sexual Harassment in the Workplace

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board approved the Minutes of the October 4, 2018 Board of Education Meeting.

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board approved the Treasurer’s Report ending September 2018.

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board approved the  appointment of Kathleen Coleman as substitute call-in coordinator for the high school; salary per the CSEA contract.

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board approved a management services proposal for service with Capital Region BOCES for substitute coordination services for 2018 - 2019.

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board approved the following substitute teachers for the 2018 - 2019 school year; salary per the WTA contract: Carolynn Bruni, Nickolas Lombardi, Marissa Farina, Nicole Gamache, Monique Thomas.

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board designated two ping pong tables as surplus items.

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board approved the HVAC service contract with Johnson Controls in the amount of $32,899.60.

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board approved the following resolution:  
RESOLVED, that the Board of Education hereby authorizes the District’s legal counsel to commence a small claims action against the parent of student no. 98519 for loss of or refusal to return District owned property.

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board approved the Annual Professional Performance Review (APPR) for Teachers of the Waterford-Halfmoon Union Free School District as outlined in Education Law 3012-d sub part 30-3 of the Commissioner’s Regulations.

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board approved the Annual Professional Performance Review (APPR) for Principals of the Waterford-Halfmoon Union Free School District as outlined in Education Law 3012-d sub part 30-3 of the Commissioner’s Regulations

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board approved the following warrants:
Special Aid #9 for $49,469.00
School Lunch #5 for $5,136.61
General Fund #24 for $106,920.52
Capital Fund #4 for $343,059.35
General Fund #26 for $26,832.97

The Board reviewed CSE minutes dated 9/21/18, 10/5/18

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board approved the appointment of the following substitute teachers; salary per the WTA contract: Mayameen Alchalabi, Joshua Key, Katheryn Lindsay, Marina Ferreri, Kyle Moreen

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board approved a cross contract with Erie One BOCES for policy services in the amount of $1,700 for 2018 - 2019.

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board approved the following coaching appointments for the 2018 - 2019 school year; salary per the WTA contract on a prorated basis as determined by the actual percentage of the season coached:

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board rescinded the appointment of Bill Haskell, 2018 - 2019 Varsity Boys Basketball coach.

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board approved a request from Kyle Williams for a five-day family medical leave of absence.

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board approved a construction change order for Mazone Plumbing and Heating in the amount of $360.08 to re-install sink and piping in room 123 due to asbestos abatement.

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board approved the following resolution to create a position:
BE IT RESOLVED, that the Board of Education of the Waterford-Halfmoon Union Free School District hereby creates the following position, effective October 22, 2018. 
Chief Information Officer / Senior Typist
BE IT FURTHER RESOLVED that the Board hereby appoints Brenda Willits to the position of Chief Information Officer / Senior Typist, for a probationary period of 26 weeks, effective October 22, 2018, at an annual salary of $67,382, pro-rated for time worked during the 2018-19 school year. 

On motion by Mr. Lee, seconded by Mrs. Dehler and by a vote of 5 - 0 the Board adjourned at 7:19pm.
