The Waterford-Halfmoon Union Free School District Board of Education Regular Meeting dated May 7, 2020 was called to order at 7:03pm by Mrs. Ricci.

There were no comments from the public regarding items on this evening’s action agenda.

Comments from the Administration
Mr. Richardson announced, that in light of the many student year-end celebrations being redesigned, recognition for Top 10 students in grades 9 - 12 take place next week.  Administrators will visit the homes of each student offering congratulations and a plaque designed for this purpose.  Seniors who received recognition for four consecutive years will also receive a gift.   

Students will return for locker clean-outs following health protocol, wearing masks and practicing social distancing.  Art projects can be picked up outside of the classroom.

Mr. Richardson referred to the End of the Year Grading Policy designed after researching other districts.  Student participation and grading are important factors.  End of year Grading Policy K-12.pdf

Mr. Richardson extended his congratulations to Mr. and Mrs. Gervasio on the birth of their first child. 

Mr. Pomerville announced the Governor’s decision to close NYS school buildings through the end of the school year.  Students continue remote learning while teachers try and keep students engaged in their work. The district is working on the best options for our senior class.  The district does not have direction yet from the Governor on summer school options.  Our food distribution program is continuing.  The building is being prepared for everyone to return in September.  Teachers will return one day next week to close up their classrooms.

Mr. Pomerville is working with teaches, health official and the NYS Education Department on what a return to school in the fall will look like.  More direction is needed.

Mr. Pomerville presented the District Wide School Safety Plan - Project SAVE, for the Board’s review.  It will then be placed on the district website for 30 days prior to Board approval.

Board members discussed attending the joint meeting of the Adirondack Area School Board and Saratoga County School Board on May 14th for a webinar on Budget development.

Mr. Pomerville announced that attorney’s for the school district, Town of Waterford and Momentive Performance Materials met on May 4, 2020.  The Judge wants both parties to discuss merits of the tax certiorari case.  No decisions were made.  No date has been set for the next meeting.  Mr. Pomerville invited a Board member to be present at the next meeting.

The Town of Waterford Public Library asked the district to consider allowing the Library to put their ballot information together with the district ballot information for the June 9, 2020 budget vote.

The district budget has not been updated since the last BOE meeting pending more information from the state.  The Board will be asked to adopt the Budget on May 21, 2020, The Budget Hearing will be rescheduled to June 2, 2020 and the vote will be held June 9, 2020.

A Board Finance meeting may be necessary prior to adopting the budget depending on the news from the state.

Mr. Pomerville released the 7-day postcard information to the Board members.  Both the 7-day postcard and the Budget newsletter will be mailed to all households in the district.


ACTION
On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the Minutes of the April 23, 2020 Board of Education meeting.

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the following warrants:
General Fund #63 for $153,140.05
Capital Fund #20 for $28,902.70
Special Aid #25 for $1,744.00
School Lunch #17 for $1,826.39

The Board reviewed CSE minutes dated 3/4/2020, 3/9/2020, 3/10/2020, 3/12/2020, 4/6/2020, 4/7/2020.

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the following year end club and activity reports for the 2019 - 2020 school year:
Outdoor Adventure Club, Kim Klimes and Julie Jorgensen
Master Minds, Paul Ferrara

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the following club and activity advisor appointments for the 2020 - 2021 school year; salary per the WTA contract: Paul Ferrara, Master Minds

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the following change in the Board of Education Meeting schedule for the 2019 - 2020 school year: Move the June 4, 2020 Regular BOE Meeting to Tuesday, June 2, 2020 for the Budget Hearing and Regular Meeting.

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the Notice of Annual Meeting, Budget Vote and Election - *COVID19 Update.

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved a health service contract between Waterford-Halfmoon UFSD and Rensselaer City School District in the amount of $3,581.65.

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the appointment of Marcia Ricci as Chairperson of the June 9, 2020 District Budget Vote and Board of Education Election.

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the appointment of the following Board of Education poll workers for the June 9, 2020 District Budget Vote and Board of Education Election: Brenda Willits

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the 2019 - 2020 Arts in Education K-6 and Arts in Education 7-12 reports from Hollie Russo.

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the appointment of Hollie Russo as Arts in Education K-6 Advisor and Arts in Education 7-12 Advisor for the 2020 - 2021 school year; salary per the WTA contract. 

There were no comments from the Board of Education, residents and staff.

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board went into executive session at 7:31 to discuss a personnel matter.  They returned to regular session at 9:20pm and adjourned.
