The Waterford-Halfmoon Union Free School District Facilities Meeting dated June 18, 2020 was called to order at 7:00pm by Mrs. Ricci.

Comments from Administration

Mr. Scanlan thanked faculty, staff, students and families for adapting to the changes brought about by the pandemic resulting in remote instruction while everyone was required to stay at home.  Although it was not always easy, almost everyone was able to successfully complete the school year.  Final grades have been delayed due to a technical issue, but report cards should be in the mail soon.

Graduation will take place on July 12, at 9:30am at Mechanicville High School outdoor track and field.  Packets of information will be mailed to seniors and their families next week.  Mr. Lee asked if the number of attendees will be limited.  Mr. Scanlan said each family will be issued four tickets per graduate and that social distancing will be observed.  A lottery system will be in place for seating.

Mr. Richardson reported the annual Awards Night event will be modified this year.  Principals are working with the IT department to remotely announce the winners of major awards sometime in the near future.  All recipients will be notified by mail.

Mr. Richardson thanked Mr. Pomerville, Ms. Schwendinger and the Board of Education for their efforts in getting the school district budget passed.  He also thanked the community for their outstanding support of the district.  Mrs. Bull thanked all of the teachers and teaching assistants for their individualized attention to their students to help keep them engaged throughout this remote learning time as well as our guidance counselors, social worker and other related service providers.  Mrs. Bull announced in-person summer school.  Many staff members applied for the positions and  are looking forward to seeing students return to the building.  We will be following the guidance provided by the Department of Health.

Mrs. Bull thanked Karen Budrakey, Social Worker, for continuing the backpack program through the summer with the assistance of the Lions Club.  The plan is to drop off boxes of food three times during the summer to those qualifying families.

Mr. Siracuse and Mrs. Burniche are working on elementary report cards and they will be going out in the mail next week.  Many thanks to Stephanie Gilbert who organized and distributed signs to the homes of sixth grade students moving up into the Junior/Senior High School next year.  Many thanks to all the faculty and staff who participated in that effort including 6th grade teachers, teaching assistants, Mrs. Carutasu who was able to photograph the event and Ms. Amegashie who drove the bus around town. 

Mrs. Strife was able to complete the 2019 - 2020 elementary yearbook.  Mr. Siracuse offered his appreciation for Mrs. Desso’s essay in the yearbook.  

Ms. Schwendinger thanked everyone for their comments and continued support of the school district budget. She reported a great passing margin and is thankful for a supportive community.  This was the last week for meal delivery by the district.  Many thanks to Hannaford who graciously donated reusable bags.  5,500 student meals were prepared, packaged and delivered to students since the district switched to remote learning in March. 

Ms. Schwendinger reported on the background of a tax escrow account held since a property line dispute in the early 1990's and the procedure to move that money into the General Fund.

Mr. Pomerville offered his congratulations to Mrs. Maloney, Mr. Lee and Mr. Catanzarita for their successful reelection bid.  He recognized their efforts in support of the district and noted consistency within a Board is very important.  Mr. Pomerville admitted that all district Superintendent’s were nervous about the mandatory absentee ballot format put into place this year.  Last year, in the Waterford-Halfmoon district, less than 200 voters participated in the budget vote; this year the district received close to 800 ballots.  The response was wonderful, resulting in 532 yes votes and 229 no votes.  Absentee ballots were sent to all registered voters in the district.  Mr. Pomerville is proud of the communities who support public education at the state and local levels.  In this district, there were 25 - 30 invalid ballots due to unsigned affirmation envelopes, no affirmation envelopes, illegible or missing names or address, unregistered voters and ballots from other districts mistakenly delivered to this district.  

Mr. Pomerville, Mrs. Ricci, Ms. Schwendinger, attorneys, Town of Waterford officials and representatives from Momentive met today to discuss proposals in anticipation of settling the tax certiorari case.  Mr. Pomerville said negotiations are moving along and that the discussions have been productive to date.  The trail date is still on the books for August.

Mr. Pomerville recognized retirement of Julie Caulkins, District Clerk/Secretary to the Superintendent, at the end of this school year after 30 years of employment.  Very kind words were spoken and they were much appreciated.  A small reception was held with refreshments.  Mrs. Caulkins was grateful for the acknowledgment and gifts and wished everyone the best in the coming years.

BE IT RESOLVED that the Board of Education of the Waterford-Halfmoon Union Free School District (“District”) hereby approved the Memorandum of Agreement (“Agreement”) by and between the District and the Waterford Administrators’ Association (“WAA”), dated June 18, 2020, relating to the parties’ Agreement to implement a revised summer work schedule for the period of July 6, 2020 through August 28, 2020 and authorizes the Superintendent to execute the Agreement.

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the establishment of a business line of credit with Amazon.

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the appointment of Jennifer Bull as 2020 summer school principal for 3 weeks from July 27 through August 14, 2020; salary per the WAA contract prorated as determined by the actual percentage of the summer worked.

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the following resolution:
BE IT RESOLVED that the Board of Education of the Waterford-Halfmoon Union Free School District (“District”) hereby approves the Memorandum of Agreement (“Agreement”) by and between the District and the Civil Service Employees Association, Local 1000 AFSCME, AFL-CIO, Waterford-Halfmoon UFSD Unit, Saratoga County Educational Local 864 (“CSEA”), dated June 18, 2020, relating to the parties’ Agreement to implement a revised summer work schedule for the period of July 6, 2020 through August 28, 2020 and authorizes the Superintendent to execute the Agreement.

The Board reviewed CSE minutes dated 5/20/2020.

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved Mrs. Russo’s final request for a field trip to Italy in April 2022. On March 19, 2020 the Board approved her final request for a student trip to Italy originally scheduled for April 2021.  Mrs. Russo would now like to move that date to April 2022 pending consideration of world health concerns.


On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the 2019 - 2020 health service contracts to be billed by the Waterford-Halfmoon UFSD and collected from the following districts:
Shenendehowa CSD, 47 children, $43,795.54
Green Island UFSD, 6 children, $5,590.92 (revised)
Hoosic Valley CSE, 4 children, $3,727.28 (revised)

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved a 2019 - 2020 health service contract to be paid by the Waterford-Halfmoon UFSD to the following school district:  Troy City School District, 2 children, $1,365.70

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the permanent appointment of Donna Cramer, Senior Typist, Guidance Office upon successful completion of her probationary period effective August 20, 2020.

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the permanent appointment of Ernest Anderson, Monitor, upon successful completion of his probationary period effective September 20, 2020.

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the following resolution:
WHEREAS, that the Board of Education of the Waterford-Halfmoon Union Free School District (“District”) established a Tax Escrow Account in the 1990’s in anticipation of a possible refund of school taxes collected on properties that were later disputed to be in the District; and

WHEREAS, the property disputes have since settled, the monies in the Tax Escrow Account are no longer needed for such purpose, and the District wishes to liquidate such account and return the monies to the general fund. 

NOW, THEREFORE, BE IT RESOLVED, that the Board of Education of Waterford-Halfmoon Union Free School District hereby declares the Tax Escrow Account to no longer be necessary, authorizes the liquidation of such account in the amount of $172,282.12, and returns the entirety of this fund to the General Fund, effective immediately.

Mrs. Ricci thanked the community for their support of the school district in passing the budget.

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board went into executive session at 8:10 to discuss negotiations.  They returned to regular session at 9:25 and adjourned.
