The Waterford-Halfmoon Union Free School District Board of Education Finance Meeting dated April 2, 2020 was called to order at 6:00pm by Mrs. Ricci.

2020- 2021 Proposed District Budget

Ms. Schwendinger presented an updated version of the 2020 - 2021 School District Budget with adjustments in light of possible changes in New York State Aid projections due to the COVID 19 pandemic.  Finance Committee Presentation April 2, 2020.pdf


On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board went into executive session at 6:34 p.m. to discuss a personnel matter.  They returned to regular session at 6:58 p.m.and adjourned.

The Waterford-Halfmoon Union Free School District Board of Education Regular Meeting dated April 2, 2020 was called to order at 7:00pm by Mrs. Ricci.

Comments from the Administration


Mrs. Bull reported many teachers attended a webinar hosted by WSWHE BOCES for effective teaching strategies, both high and low tech, to use while teachers continue educating students from home.


Mrs. Bull reported that the committee on special education is conducting annual reviews remotely via phone conferencing.  It is working out very well with a good parent participation rate. Everyone is very appreciative and understanding of the circumstances. 


Mr. Pomerville gave an update on the school closure:

  • Food distribution continues for families in the community.  To ensure stricter guidelines for social distancing, the district will change the schedule for delivery of healthy meals from one breakfast and one lunch daily to a reduced delivery schedule delivering meals for multiple days.

  • The district will continue to offer child care services for essential workers.

  • The district has committed to continuity of education.  The plans that have been put in place to educate students from home are working well.  Mr. Pomerville is impressed with the staff and their willingness to work through the April break as mandated by Governor Cuomo.  Mr. Pomerville talked about the Governor’s 180-waiver for school districts. Mr. Pomerville and the Waterford Teachers’ Association continue working together to provide student education in these unprecedented times.  The district will continue to follow all guidelines as they come from the Governor’s office and New York State Education Department. There are still many questions to be answered including the extent of the school closure and Regents exams. 

  • Momentive Tax Certiorari Update:  A meeting with the attorneys and the Saratoga County Judge is set for Monday, April 6, 2020.  This meeting is for the attorneys and judge only. More information to follow at the next Board meeting.  No informal negotiations between the two sides has occurred since the last meeting.

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the minutes of the March 19, 2020 Board of Education meeting.


On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the following warrants:  

Capital Fund #18 for $73,993.22

General Fund #57 for $201,659.18


On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved a transportation contract with Durham School Services in the anticipated amount of $4,400 for the 2019 - 2020 school year.

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board  accepted the resignation of Jennifer Lembo as Teaching Assistant effective March 30, 2020.


On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the appointment of Donna Robitaille as a poll worker for the district budget vote and election.  The date of the district budget vote and election to be determined by the New York State Office of the Governor through an Executive Order. 


On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board accepted the 2019-2020 Winter Sports Report as submitted by Mr. Robbins.


On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board  declared as surplus five boxes of disposable medical exam gowns to be donated to the Albany Medical Center. 


On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the one year probationary and provisional appointment of Brianna Patrick as Executive Assistant to the Business Manager effective May 4, 2020; pending successful completion of Saratoga County Civil Service requirements; salary $43,000; 10 days of vacation leave, 13 days of sick leave, 3 days of personal leave, all to be prorated for the 2019-20 fiscal year; all other benefits per the CSEA contract.

On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board accepted the resignation of Tina LaBelle, Bus Driver, effective March 25, 2020.


On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board accepted the Capital Region BOCES Final Service Request for the 2020 - 2021 school year. (available in the Business Office)


On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the WSWHE BOCES Final Service Request for the 2020 - 2021 school year. (available in the Business Office)


On motion by Mr. Lee, seconded by Mrs. Maloney and by a vote of 7 - 0 the Board approved the probationary and provisional appointment of Eric Harwood as Custodian effective April 3, 2020; pending successful completion of Saratoga County Civil Service requirements; salary per the CSEA contract.
