Swine Flu Information

 

 

            This is to inform you that the State of New York has entered a heightened surveillance stage resulting from the presence of a swine flu virus that is making people sick in several states, including New York State, and also in Mexico.  Although, to date, only mild illness has occurred in the United States, many people may be worried and it is my hope that this letter will help address your concerns.  Despite confirmed cases of swine flu in a private school in Queens, New York City, state officials believe students can safely attend classes and schools in the state will remain open at this time (with the exception of the school in Queens at which confirmed cases were discovered).

 

The risk of contracting the swine flu virus remains quite low.  State and local health departments have advised us that students and staff can continue to come to school, as long as they are not sick and do not think they have flu symptoms.  Flu-like symptoms include: fever (over 100 degrees F.), feverishness, cough, sore throat, runny nose, or stuffy nose.  Additional symptoms may be experienced with swine flu, including muscle pain, fatigue, and sometimes vomiting or diarrhea.  Typically, however, this illness can be managed at home with little risk for significant health complications, and symptoms will run their course with proper medical attention. 

 

Reminding children of all ages about the importance of good hygiene is an important step in reducing the risk of any illness, including swine flu.  Washing hands thoroughly and often with warm water and soap is always a best bet.  In addition, if hand sanitizers are to be used, it is recommended that they contain at least 60% alcohol and they should be discarded after use.  It is also important to remind children to keep their hands away from their eyes, nose and mouth, to cover up when coughing, and to use facial tissue.

 

Health officials believe that we can limit the chance of illness such as the swine flu from spreading by practicing good hygiene and sending a consistent message to our children about good habits for personal hygiene.  In addition to the regular information presented through local media, you may also access information on the swine via a state health hotline (1-800-808-1987), or via the internet at www.cdc.gov, www.nyhealth.gov, or www.schoolhealthservicesny.com.

 

 

 

 

SURVEILLANCE EQUIPMENT

 

         

          The buildings and grounds of the Waterford-Halfmoon Union Free School District are monitored through the use of surveillance equipment that has been installed inside and outside the school building.  Cameras are being used to promote safety and discourage vandalism.  In addition to the monitoring of areas within the building, all outside areas adjacent to the building, including the playground and parking lots, are also monitored.  Students, district employees, and visitors should be aware that they may be monitored by this surveillance equipment.

Inspection Compliance

 

          In compliance with the United States Environmental Protection Agency (EPA)Asbestos Hazard Emergency Response Act (AHERA), an inspection of asbestos-containing building materials is regularly performed for our school building. Such an inspection is required every three years, along with a periodic surveillance every six months. The inspection results and the complete Asbestos Management Plan are on file in the school district administrative offices, and are available for public review during the hours of 8:30am-4pm, Monday through Friday.

Any type of discrimination allegedly occurring within the District shall be investigated by the appropriate official in accordance with the following District regulations and procedures.  Susan Wulczyn, Title IX Compliance Officer, 125 Middletown Road, Waterford, New York 12188, (518)-237-0800, ext. 3315, is designated to coordinate the District=s efforts to comply with Title IX of the Education Amendments of 1972 (sex); Title VI of the Civil Rights Act of 1964 (race, color, and national origin); the Age Discrimination Act of 1975; Section 504 of the Rehabilitation Act of 1973 (disability); and the Americans with Disabilities Act of 1990.

 

In following these procedures, should the investigating official be the alleged source of discrimination, then the employee/student or potential employee/student shall report his/her complaint to the next level of supervisory authority.  Both informal and/or formal complaint procedures may be used to report allegations of discrimination.

 

All reports of alleged discrimination will be held confidential to the extent possible consistent with the District=s legal obligations in conducting a thorough investigation and/or taking appropriate disciplinary measures.  Subject to all applicable laws and collective bargaining agreements, the following guidelines shall be utilized in the investigation and resolution of discrimination complaints.

 

Step 1 B Informal Complaint

 

1)      An employee or student who believes that he/she has been subjected to any type of discrimination (or someone complaining on their behalf) shall immediately, but not later than ten (10) school business days, notify the immediate supervisor or principal on the complaint form provided by the District.

 

2)      A potential employee or potential student who believes that he/she has been subjected to any type of discrimination shall immediately, but not later than ten (10) school business days, notify the District=s complaint officer.  Those procedures established under Step 2- Formal Complaint will then apply (see below)

     

      3)     Within 14 days after receipt of the complaint the supervisor or principal will correct the situation stated in the complaint if he/she finds the complaint valid and if the correction of the complaint is within his/her scope of authority.

      The action taken by the supervisor or principal will be noted on the complaint form.

 

a.       The supervisor or principal may consult with or seek the assistance of the complaint officer in resolving the complaint.

 

b.      If the supervisor or principal cannot resolve the issues raised in the complaint within 14 days, he/she shall notify the complainant of that fact before the expiration of the 14 day period and he/she shall further indicate the approximate date on which his/her determination will be made.

 

c.       If resolution of the complaint is not within the scope of the authority of the supervisor or principal, he/she shall immediately, but not later than fourteen (14) days, notify the complainant who may then initiate those procedures set forth in the next section if he/she so desires.

 

SUBJECT: ANTI-DISCRIMINATION COMPLAINT GUIDELINES

 

Step 2 B Formal Complaint

      1)      If the complaint was not resolved at the informal stage to the satisfaction of the complainant, he/she may within 14 days of the decision of the supervisor or principal ask that the complaint officer or his/her designee review the allegations raised by stating his/her reasons on the complaint form provided by the District and filing them with the complaint officer.

 

a.     The complaint officer or his/her designee will review the file and if necessary conduct his/her own investigation.  The decision of the complaint officer will be made in writing within 14 days from presentation of the complaint to him/her unless the complaint officer has notified complainant that a period in excess of 14 days will be needed for him/her to conduct the investigation and render his/her decision.

 

b.      If the complaint officer concludes that further action beyond that taken by the supervisor or principal must be taken, he/she shall immediately, but not later than ten (10) school business days, notify the Superintendent so that the complaint officer=s recommendations may be reviewed and implemented by the Superintendent.

 

      Step 3 B Corrective Action/Resolution

                                               

         The complaint officer will inform the Superintendent of the outcome of his/her investigation within ten (10) school business days. If the Superintendent of Schools issues a finding that no form of discrimination has occurred, the complainant, if not satisfied with this resolution, may appeal the decision to the Board of Education within thirty (30) days.  If the complainant is satisfied with the Superintendent=s finding, the complainant will so indicate in writing within thirty (30) and the matter will be deemed closed.

 

        Should the Superintendent determine that corrective action is necessary the Superintendent of Schools shall follow all applicable law and regulations and appropriate collective bargaining agreements in the resolution of the complaint within a period of thirty (30) days.

 

        The complainant shall receive a copy of any and all reports issued by the Superintendent pertaining to the investigation/outcome of the formal complaint within thirty (30) days.

 

      Step 4 B Appeal to the Board of Education

                       

        In the event that a complainant files an appeal with the Board of Education following a finding by the Superintendent of Schools, the Board of Education will conduct a hearing and issue a written response to the complainant following completion of the hearing within thirty (30) days.

 

        The District shall take all appropriate measures to prevent the occurrence or continuation of any type of discrimination and shall implement remedial or corrective action where necessary.

 

        Regardless of whether a complaint has been filed, if the District knows or has reason to know of the existence of any type of discrimination, the District shall require a prompt and thorough investigation by appropriate personnel within fourteen (14) days.

 

      Scope of Legal Action

                       

        The filing of a complaint, and/or the rendering of a decision regarding the complaint shall in no way prohibit, prevent or limit the complainant from taking appropriate legal action in accordance with state and federal law.
