Grade Level Reorganization

     During the 2007-2008 school year several faculty meetings were held for the purpose of discussing grade level organization for students in grades 5-8.  A summary report was presented to the Board of Education at meetings held in March and April, 2008.

     After considerable discussion the Board resolved to abolish the current grade level configuration and reorganize as a K-6 Elementary School and a 7-12 Junior-Senior High School, effective June 30, 2008. 

     Mr. Joseph Siracuse was appointed K-6 Elementary School Principal and Ms. Debra Cardnuto was appointed 7-12 Junior-Senior High School Principal.  The Board of Education is presently interviewing candidates for the newly created position of Assistant Junior-Senior High School Principal.  The Assistant Junior-Senior High School Principal, under the direction of the Junior-Senior High School Principal, will assume the primary responsibility for the supervision and management of students in grades 7 and 8.

     During the next school year, students in grades 7-12 will come to school on the early bus run.  Their school day will be from 7:50 a.m. to 2:20 p.m.  Students attending grades K-6 will come to school on the later bus run.  Their school day will be from 8:50 a.m. to 2:50 p.m.  Parents and guardians should refer to the August newsletter for detailed bus routes and times.   

 

 

 

 

NEW SURVEILLANCE EQUIPMENT

 

          As part of the new construction project at W-H, new surveillance equipment was recently installed inside and outside the school building.  Cameras are being used to promote safety and discourage vandalism.  Students, district employees, and visitors should be aware that they may be monitored by the new surveillance equipment.

Annual Notification

Availability of the Asbestos Management Plan

In compliance with the US Environmental Protection Agency (EPA) Asbestos Hazard Emergency Response Act (AHERA), as asbestos re-inspection of asbestos containing building materials was performed for each school building.  The inspection findings are in the asbestos management plan and are on file in the school administrative office.

The EPA requires a re-inspection of the asbestos materials every three years and a periodic surveillance every six months.

The Waterford-Halfmoon Union Free School District will notify the public and building occupants of the availability of the Asbestos Management Plan by use of the School Newsletter and Website.  This document is distributed to all residents of the Waterford-Halfmoon UFSD and occupants of all District buildings.

The Asbestos Management Plan for the Waterford-Halfmoon UFSD is available to the public for review during normal school hours from 8am to 4pm in the Office of the Superintendent, 125 Middletown Road, Waterford, NY.

"Procedures Related to Allegations of Sexual Misconduct Under Title IX."

    A problem or complaint of a sexual misconduct nature should be reported to the Title IX Officer immediately. The Title IX Officer for the Waterford-Halfmoon UFSD is Mrs. Susan Wulczyn.

    Once this allegation is revealed, a decision about whether or not to investigate is made. If necessary, immediate action is taken. Any immediate action must be in compliance with all collective bargaining agreements that cover investigations or disciplinary procedures. Issues of retaliation should be understood and avoided.

    Investigators will be chosen based on their impartiality and on the situation; thereafter, the investigation will be planned (what steps will be necessary to speak with all the involved parties, what evidence exists, in what order should people be interviewed, what questions should be asked and what might be asked by the interviewees, etc.?).

    Interviews will be conducted and include the gathering of documents/evidence. At a minimum these must include the person making the complaint and the accused. Other witnesses can be interviewed to augment the entire context of the situation. When students are included in the investigation, care must be taken to involve the parents at an appropriate level.

    Once all evidence is collected, it is evaluated and a decision is made about whether or not the alleged misconduct has occurred. Inherent in this decision is that action may need to be taken; this action will depend on how serious the misconduct was, how problems have been handled in the past, and the governing conditions of the collective bargaining agreement.

    At each step of this process, careful documentation of the chronology of the investigation and what was reported, as well as other evidence to assess the credibility of the interviewees such as their demeanor, any conflicting statements, and plausibility of the explanation should be recorded. Once the investigation has been completed and any action taken, follow-up with the initial complainant should be conducted to ascertain whether the problem has been solved and that there has been no retaliation.

    Records of this process will be retained in the office of the Title IX Officer.

    Each year in the annual newsletter that is mailed to the home of all district residents, a public announcement is made that identifies the Title IX Officer and procedures for making a complaint of a sexual misconduct nature.
